The Sapphire Hotel (5008 SE Hawthorne Blvd) posts Everyday from 4 to 6 and 10 to Close with an Old Fashioned 10, Pickle Martini 10, Daiquiri 10, Moscow Mule 10, Margarita 10, Weekly Punch 8, Well Drinks 6, and a PBR Tall Can 3 — read as $10 cocktails, $8 punch, $6 wells, and a $3 PBR — plus wines and drafts 1 off. Departure Portland (525 SW Morrison Street, 15th floor) posts Monday–Friday 4–6 PM, bar only, with a $6 draft Japanese lager, $11 wine, and $13 rotating cocktail. Portland City Grill (111 SW 5th Avenue, 30th floor) posts Monday–Tuesday 4–6 PM and Wednesday–Friday 3–6 PM with domestic draft beer $5.75, premium craft drafts $6.75, and cocktails and wine from $9. 1919 Neighborhood Lounge (3588 SE Division Street) posts a $9 All Day Everyday ‘Happy Hour’ Drink Menu — Margarita, Tom Collins, Moscow Mule, Kentucky Mule, Kamikaze, Cosmopolitan, Daiquiri, Gimlet, Tequila Sunrise — served the days the room is open (Thu–Sat 4pm–11pm, Sun 4pm–10pm; closed Mon–Wed).
Bites worth the elevator ride for
The Sapphire prints Happy food from $3 house sea salt kettle chips through a $5 Sapphire Salad, $6 Caesar Salad, and $8 artichoke and arugula dip, with warm olives, house pickles, and soup du jour at $5 and meze at $9. Departure prints a $9 hand roll of the day, $10 Korean fried chicken, $12 shrimp toast, and $13 fried rice. Portland City Grill prints plates from $7 to $13. Mississippi Pizza (3552 N Mississippi Ave) skips the tower entirely: HAPPY HOUR 3PM-5PM DAILY with all slices $4.00 each, pints $.50 off, and pitchers $1.00 off.

How to run it
Start at Mississippi Pizza at 3 for $4 slices, ride up to City Grill or Departure at 4 for tower pours, then land at the Sapphire for the $10 pickle martini and $8 dip — with the 10-to-close second act as backup.
